Use JNPRPreconfig file after Pulse is already installed?

I have our jnprpreconfig file and it works splendidly when I'm doing a new installation, but the problem is we have 150 laptops that had Pulse installed without specifying the preconfig file. Can I use this file to configure a current installation?

Here's the command line I've been trying:
msiexec /I c:installsJunosPulse.x64.msi CONFIGFILE=C:installsWAStaff.jnprpreconfig /qb

Yes, that can be done to update the installed clients using the jamCommand
C:Program FilesCommon FilesPulse SecureJamUIjamCommand -importfile
